Fifteen wet seasons is a long time for a fan that has never been cleaned on top. Stand on a chair and look at the upper surface of a blade. If there is a raised grey ridge along it, that is the airflow you are missing.

No. Painted and timber-look blades get a gentle clean, not an aggressive scrub, and the housing and cage are wiped the same way. Every fan gets a before-and-after photo, and if any fan is not visibly cleaner we re-clean it on the spot.
